Yes, bolt head should be forward. Standard aviation practice is bolt heads up, and forward unless otherwise specified.
The left main spar plans say "(bolt head front side,MS21042L3 nut shown)", I don't see this on the right spar plans, are the right spar bolt heads also on the front side?
