I used the CCC-44 rivets from the Tail Hardware List - P1700. The picture in the builder manual shows counter sunk rivets and the CCC-42 would be to short from the rivets available from the Tail Hardware List - P1700. Process of elimination from rivet selection. Give SPA a quick call for a clarification on rivet selection for the rudder control arm.

Josh, I used protruding head rivets to attach the control horn to my rudder. I see no advantage to using countersunk rivets in that location.
You mentioned you found a prior discussion on the forum addressing the rudder horn attachment. Do you have the link to that discussion? I couldn't find it.

I was Able to find a thread on the forum about attaching the horn. I'm guessing protruding head are acceptable.

In the manual I have noticed that it does not define what rivets are suggested. My main concern right now is attaching the rudder horn. I consulted the plans and no were does it state about rivet type or if protruding heads are acceptable. Later on in the manual does it define what rivets are mandatory in certain locations.
