We riveted the tips on the prototype. Hinge pins can be removed from the bottom on the v-stab. And from the center on the elevator with the tips on.

Installing HT and VT tips
I believe that it is common practice to rivet these to the VT and HT. When that is done, how are the elevator and rudder removed and re-attached? Or, is it expected that this will never be done without having to drill out the rivets? I am installing them now and don't want to use anchor nuts, but if necessary will do so.
I'll bet Tony has the answer to this on his Picasa, but I am too lazy to look for it.
