Unfortunately you need to drill those out . That will not pass an inspection and its not how the rivet was designed to work.

Need Advise
I Have had a friend helping me skin the tail and after he had shot all the rivets I noticed he shot countersink rivets. I am building the Panther with protruding heads. I'm on the fence on whether to go back and redo everything that he shot. Is this a simple eye sore or is it a structural liability. Any help would be Appreciated.
