Now I understand. After I have the stiffener riveted in, I finally understand what this statement was trying to say. I would re-word it a little to say, "If you are using flush rivets, you should ( or maybe "must" ) wait until the channel is dimpled before riveting in the stiffener". And add your explanation as to why. It is much easier to understand something if I know why. Thanks for your reply here and I wish I had taken more time to attain a higher level of shared understanding.

If you plan to use flush rivets, dimpling is required. If the stiffener is left out until after the dimpling is completed, access is much easier. It can be done with the stiffener riveted in, but there will be places where you'll have to use the nail dimpler.

Builders Manual VT 3-C says that if you are going to use flush rivets, you can wait until you skin before riveting together the spars and stiffeners. I am curious about what the benefit of that is, and why it applies only to Flush Riveting, and why it would not be easier if the Spars were already built.
